Crisis Deployment

Establishing Zero-to-Operational Banking Infrastructure in Crisis-Affected Bukavu

International Medical CorpsOct 2012 – Mar 2013

Zero to Operational

Banking Infrastructure Built

Executive Summary

Deployed as Finance Manager to Bukavu in the Democratic Republic of Congo, I entered a volatile, high-risk operating environment with no established financial infrastructure. I built mission-critical banking and operational accounts from the ground up to guarantee uninterrupted programme funding. Alongside this, I delivered comprehensive ACCPAC platform training to national finance personnel to sustain the system after my deployment ended. The mission maintained uninterrupted operational liquidity throughout a genuinely difficult operating period.

Context

Bukavu sat within an active conflict-affected region where formal banking infrastructure was limited and financial continuity could not be assumed. The mission had no established local finance capacity when the deployment began. Programme funding depended entirely on financial infrastructure being built quickly and reliably.

The Challenge

There was no existing banking or operational account infrastructure to support ongoing programme funding. National finance personnel had limited exposure to the ACCPAC platform the mission needed to operate on. Financial voucher reviews across field offices had not previously identified compliance gaps that needed correcting.

Strategic Approach

1

Established mission-critical banking infrastructure and operational accounts from scratch to guarantee uninterrupted programme funding.

2

Delivered comprehensive ACCPAC platform training to national finance personnel, building local capacity rather than relying on continued external support.

3

Executed thorough financial voucher reviews across field offices, identifying compliance gaps and implementing accounting best practices.

Quantifiable Outcomes

Zero to Operational

Banking Infrastructure Built

  • Built the mission's entire banking infrastructure within a single deployment period.
  • Trained the full national finance team on the ACCPAC platform to sustain operations independently.
  • Closed compliance gaps identified across every field office voucher review.

Qualitative Achievements

  • Left the mission with sustainable local finance capacity rather than dependency on external deployment.
  • Strengthened national staff capability in fiscal reporting and risk mitigation during a crisis period.
  • Maintained uninterrupted operational liquidity throughout a high-risk deployment.

Financial resilience in a crisis-affected environment depends on building local capacity, not just solving the immediate liquidity problem. Training the team that remains is what makes the system last.

Conclusion

This engagement demonstrates the ability to establish financial control from zero in genuinely difficult conditions. It is a direct proof point for organisations operating, or considering operating, in fragile contexts.
